Non-Revenue Water (NRW) poses a major challenge for water utilities worldwide, representing water that is produced but not billed due to leaks, theft, or metering and billing inaccuracies. Reducing NRW is essential for conserving water resources, boosting operational efficiency, and improving financial sustainability. NRW is typically divided into physical losses, commercial losses, and unbilled authorized consumption. When pipelines develop leaks due to damage, aging infrastructure, or poor maintenance, physical losses occur. These losses represent the largest portion of NRW and can significantly deplete water resources. Commercial losses include unauthorized water use, theft, or errors in meter readings and billing system errors. Unbilled authorized consumption includes water used for firefighting or other public purposes but not accounted for in billing records.

Addressing physical losses often begins with advanced leak detection methods. Acoustic leak detection systems use sensors to identify sound frequencies associated with escaping water, allowing utilities to locate leaks quickly. Pressure monitoring systems stabilize water pressure, reducing pipeline stress and preventing future leaks.

Satellite imagery and thermal sensors are increasingly used to detect leaks over large or remote areas. These technologies identify anomalies caused by escaping water, providing utilities with actionable data for targeted maintenance. Machine learning further enhances these tools by analyzing patterns to predict areas most vulnerable to leaks.

Commercial losses require improving metering accuracy and addressing unauthorized water use. Smart meters are effective tools in this regard, providing real-time data on water consumption and alerting utilities to irregularities. Upgrading billing systems and conducting regular audits can also minimize inaccuracies in revenue collection.

Utilities often employ public awareness campaigns to encourage reporting of visible leaks and discourage unauthorized water use. Proactive measures, such as replacing aging pipelines and enhancing data connectivity, complement these efforts by ensuring long-term reductions in NRW.

Case Study: De Watergroep’s Comprehensive Strategy to Reduce Non-Revenue Water and Improve Leak Management

De Watergroep, a water utility in Flanders, has implemented a multi-year program to address water loss in its pipeline network. The initiative focuses on reducing NRW, which includes water lost due to leaks, theft, and inaccuracies in metering or registration. The program aims to lower the Infrastructure Leakage Index (ILI) and improve water management practices.

The utility has installed flow meters, pressure gauges, and sensors to enhance monitoring of water flow and detect leaks. The data collected is integrated into databases, allowing for the identification of zones with higher leak risks. Advanced technologies, including satellite imagery, drones, and sound loggers, are used alongside traditional methods, with an additional 400 sensors planned for deployment over the next two years.

Pressure management has been implemented to address fluctuations that contribute to pipeline failures. The utility has also prioritized replacing older pipeline materials, such as fiber cement and gray cast iron, which are more prone to leaks.

Between 2020 and 2023, the utility recorded reductions in water losses, saving over 5 million cubic meters in 2021, equivalent to more than 2,100 Olympic swimming pools. This was accompanied by a decline in ILI, from 1.71 in 2020 to 1.18 by 2023. Residents are encouraged to report visible leaks through online tools, which complement ongoing efforts to address water losses.
