This is Japanese for Hermaphrodite and refers to a type of pornographic character in erotic manga or anime: a woman with a penis and sometimes testes as well.
More recently, certain female orc warriors have been sent to our Earth-world from an extra-dimensional world of chaos called the Hellball-world. During their journey, these orc amazons were magically equipped with penis and testes, apparently to prevent pregnancy during their incursion.
New York State contracts a wealthy New York science company (on behalf of the US government) to study the futa-orcs who came to Earth from the Hellball-world, and declare them safe to live in human society.
This is called Project G…
