The result is that universities are turning, in growing numbers, to (CE) and Workforce Development (WFD) as strategic lifeboats. Online or short-term systems to deliver these functions promise flexibility, speed, and new revenue — but they also represent a fundamental shift in how institutions imagine their relationship with learners.
They shift from long-term, degree-based commitments to shorter, skills-based engagements. And that change makes trust harder to build.
